Kapitola v knize se zaměřuje na dobovou reflexi Opavského kongresu, přesun kongresových jednání z Opavy do Lublaně v roce 1821 a dobové události, které se odehrály na pozadí politiky Svaté aliance a aplikace Opavského protokolu v Království obojí Sicílie. V centru pozornosti je spis barona Bignona „O kongresu opavském“ a smrt Napoleona Bonaparta na ostrově Svatá Helena.

The chapter in the book focuses on the period reflection of the Opava Congress, the relocation of congress negotiations from Opava to Ljubljana in 1821 and period events that took place against the background of the policy of the Holy Alliance and the application of the Opava Protocol in the Kingdom of Both Sicily. The focus is on baron Bignon's treatise "Du congres de Troppau" and the death of Napoleon Bonaparte on the island of St. Helena.
